closedDocument - Upload / View : When the department name is removed, the matter name in the dropdown should also be cleared.

Description
Steps:
- Log in to DGC.
- Click on "Menu," then select "Documents."
- Click either "Upload" or "View."
- Choose a department from the dropdown menu.
- Select the radio button for either "Internal" or "External" matter.
- Select a matter from the dropdown list.
- Remove all departments from the department selection.
- The matter name below should be cleared from the dropdown.
Note:
This issue occurs in both "Upload" and "View" screens, and for both "Internal" and "External" matters.
