closedView Matter [Legal / General] - Internal Matter - View Details - Documents : The document should be viewable, even if it is encrypted but currently it's not viewable.

Description
Steps:
1. Login to DG Counsel.
2. Click the "Matter" module on the left side.
3. Select either the "Legal" or "General" tab, then click the "View" tab.
4. From the "Internal Matter" dropdown, choose any matter and click the "Action" button.
5. Click "View Details" and go to the "Documents" tab.
6. Click the "Add New+" tab, and select the document on the right side.[Select encrypted Document only]
7. Click the "Submit" button.
8. Click the "View" button for the recently selected document.
An error message appears inside the file: 'Failed to load PDF document'and some files showing 'Encrypt format' but the text should be visible in readable format. [This issue applies only to encrypted documents.]
