Steps to Reproduce:

• Login to DGC with a GH or TM account.
• On the Dashboard, locate the New External Counsel card on the right side.
• Observe the count displayed on the card.

Actual Result:
The Department-related count is not displayed on the New External Counsel card for the logged-in GH/TM account.

Expected Result:
The External Counsel card should display the Department-related count corresponding to the logged-in member’s department.

Applicable for both GH and TM accounts.
Issue specific to the New External Counsel card on the Dashboard.
