openCreate Matter - Legal / General - Team members name is not displayed when matter involves only temporary clients

Description
Group A has three members: TM A, TM B and TM C
1. Login the Lauditor with SU
2. Navigate to Matters module
3. Click on create - Legal / General
4. Fill the mandatory fields in matter info
5. Select the Temporary clients tab
6. Fill all the fields
7. Click on add [Temporary clients account created successfully]
8. Select the Group A and click on add
Issue Observed: Team members drop down is not visible.
Expected Result:
The Team Members dropdown should be visible and populated with Group A related members (e.g., TM A, TM B, TM C).
If Group A has a Group Head (GH) , the GH’s name should not appear in the team member dropdown.
If Group A has no GH , then all group-related members should be listed in the team members dropdown.
Note: If TM or GH creates the matter, Team member drop down should be populated with all group related members.
