Issue:
When clicking on the search bar under the External Counsel tab in the Add Relationship module, the list of names is expected to appear below.
However, no list is displayed.
Steps to Reproduce:
1. Log in with any user account.
2. Navigate to the Add Relationship module.
3. Click on the External Counsel tab.
4. Click on the search bar.
5. Expected Result: A list of names should appear below the search bar.
6. Actual Result: The name list does not appear.
Note: This issue occurs for all user accounts.
