When multiple complaints are raised consecutively, the notification sound, bubble, and popup appear only for the first complaint and are not triggered for the subsequent ones.

Description

1. Open the patient app
2. Raise the complaint for the house keeping department
3. Click on submit

Notification sound, bubble and popup appears on the hospital care.

4. Again raise the new complaint for the same department/ other department
5. Click on submit

Notification sound, bubble and popup are not triggered for the second complaint. They should be triggered for the subsequent ones.
