closedInquiries Page: Inquiry is being saved even when the email address format is invalid — an error message should be displayed instead.

Description
Steps to Reproduce:
1. Click the enquiry link.
2. Open it using any mobile browser.
3. Select any legal issue and click Next (Issue Selection).
4. Enter text in the Issue Description field and click Next.
5. Fill in all mandatory fields. In the Email Address field, enter an invalid format (e.g., Steve@gm).
6. Click Submit.
Observed Result: The inquiry is saved successfully.
Expected Result: An error message should be displayed indicating the email format is invalid, and the inquiry should not be saved.
