Edit Event - When editing an event that was created without a notification, the notification field should not appear.

Description

1. Login the DG Counsel
2. Click on Meetings
3. Click on Create
4. Create a event without notification [remove the default notification]
5. Select the same event in view
6. Click on Edit

Notification field [10 minutes] appears. They should not appear.
