View Relationships - Modify: The modify option is not visible for TM and GH.

Description

Steps:

1. Log in to DGC.
2. Click on the Menu and select the Relationship option.
3. Click on the "View" tab, then select the "External Counsel" tab.
4. Choose any client.
5. The "Modify Department Access" option is not visible for TM and GH but it should appear.
