Description

Steps:

1. Log in to DGC.
2. Click on the Menu and select the Relationship option.
3. Click on the "Add Relationship" tab, then select the "External Counsel" tab.
4. Enter text in the input fields. If no matching name is found and the Search button is clicked, the user shouldn't be able to enter text in the fields.
5. The fields should freeze.
