AV Chat - Voice recording options are not available on the AV chat screen [Staging].

Description
Issue 1: The recording option disappears if the person who initiated the call disconnects, even if they rejoin the call.
Issue 2 : Additionally, the recording option is unavailable for other participants once the initiator disconnects.

We disabled it as the transcribe service was overloading the server.
