Create Group - Group names should not be case sensitive

Description
1. Click on Groups
2. Click on Create Groups
3. Enter the Existing group name
4. Enter the Description
5. Click on Save - Error Message Should appear but data is saved.
The system should not allow creating groups like "Family Law" and "family law."
But, Group with same name can be created by changing Upper and lower cases
- Subject changed from Create Group - Group names should be restricted as a case-sensitive. to Create Group - Group names should be unique regardless of case.
