 Steps: 

 1. Log in to DGC. 
 2. Navigate to the Menu and select Documents. 
 3. Open the Upload tab and Select on the department from the department dropdown and Click on browse and upload the document. 
 4. 5. The uploaded documents should display an enabled or disabled download icon. 

 Note: This issue occurs across all accounts.
