Description

Steps:-
1.Login with DG Counsel
2.Go to the Department modules
3.Click on add department
4.Enter the Department name as existing one
5.Click on save button
6.There is an invalid toast message will appear on the left top
7.This action should be restricted.

Note:- The same issue will happen in Lauditor Groups module as well.
