Document ( View -Merged) - The existing download icon on the view listing page should be made functional with proper enable/disable behavior

Description

Steps:-
1.Login with DG- Counsel
2.Go to the Documents section
3.Select the view and select View - Merged
4.There Already merged files will appear
5.Click on download icons
7.The file will download it
8.That icon should be made functional enable/disable download behavior

The mentioned issue is partially fixed. The download button should become visible under the Action button only after ‘Enable Download’ is clicked.
