openView Matters: Legal / General- Reopen Matter option not available for matters with corporate clients closed by a team member

Description
1. Login the Lauditor with TM account
2. Click on Matters [Make sure corporate client should be included as a client in the matter]
3. Click on View matters Legal or general
4. Select any matters
5. Click on Close matter under action [ Matter is no longer appears in their account and GH user - New bug is added for this issue ]
6. Login the Lauditor with Super user account
7. Click on matters module
8. Click on View matters
9. Select the matter which is closed by the TM
10. click on Action of the matter
Issue Observed: Reopen Matter option is not available to the Super User.
Expected Result: The Reopen Matter option should be available to the Super User for all closed matters, including those involving corporate clients and closed by team members.
