Description

Steps:-
1.Login with DG-Counsel
2.Go to Documents module
3.Select the Department
4.Select internal or external matter or not
5.Select the Decrypt tab upload it
6.Go to view documents select the recently added documents
7.Try to change the decrypt to encrypt
8.An Invalid warning message will appear.
9.This action should be restricted.

API get error, checked with web also get api error. Assign to API team.
