Create / Edit Meetings - when a user adds more notifications, the time fields should open with the minutes field set to 10 by default.

1. Login the DG Counsel
2. Click on Meetings
3. Click on Create
4. Scroll to notify me
5. Click on Add notification

when a user adds more notifications, the time fields should open with the minutes field set to 10 by default. Currently empty fields appear
