openMatters - Restrict Document Reuse During Matter Creation - If a document is attached to a matter, it should no longer appear in the documents list when creating a new matter.

Description
1. Login the Lauditor
2. Click on Documents
3. Upload the document for client [document A is uploaded for the client A]
4. Click on Matters
5. Click on create
6. Create a matter call it as 'Matter A' and attach the document 'Document A'
7. Matter creation is finished successfully
8. Try to create a new matter named 'Matter B'
9. Fill all the details till documents section
In the documents page, Document A should not be listed.
During matter creation, Lauditor should enforce a "one matter, one document" rule
