If owner of the matter is removed, SU/ GH must be allowed to assign people to Matter and make anyone the owner after updating the matter groups

Description

1. Matter is created from TM A belongs to Group A
2. Login with Super user,
3. Matter is shifted from Group A to B
4. Checking the same matter - view matter [View Details] from super user

Following the update of matter groups, SU/GH must have the authority to assign people to the Matter and designate anyone as the owner.
