Document Upload and View - External matters - Douments which are uploaded with Groups and External matter selected, Those documents are not listed in view page when same matter is selected

Description

1. login to DG Counsel
2. Click on documents
3. Click on upload button
4. Selcet department
5. Select External radio button
6. Select External matter
7. Upload document
8. Click on View
9. Select same department and Matter
Documents are not listed if the matter is selected, If matters are not selected all the documents will get listed.

Update, FYI Based on the api update change the request parameters for internal matter send the matter_id in "matters" if external matter send the matter_id to "subcategories".
