Steps:
1. Log in to DG Counsel.
2. Click on Documents.
3. Click on View.
4. Select the Department.
5. The Department document should appear. However, both internal and external matter-related documents are appearing.
The same issue occurs when selecting the department with internal or external matters: only related documents should appear, but all documents are appearing.

Steps:
1. Log in to DG Counsel.
2. Click on Documents.
3. Click on View.
4. Select the Department.
5. Select the Internal Matter.
6. The related documents appear.
7. Switch to External Matter.
8. The internal matter documents still appear, but they should not appear. [Vice versa]
